Updates and Notices
Ofcom has updated the following coordination procedures:
- “Notice of aeronautical radar coordination: Coordination procedure for air traffic control radar - notice issued to 2.6 GHz Licensees.”
- “Notice of aeronautical radar coordination: Coordination procedure for air traffic control radar - notice issued to 3.4 GHz Licensees.”
- “Notice of coordination procedure for MOD sites related to 3.4 GHz licences.”
- “Notice of coordination procedure for MOD sites related to the 3.6-3.8 GHz band”.
Updated propagation model
Adoption of ITU-R P.452-18 as the common propagation model which will come into force in six months’ time and removal of expired locations.

On 03 March 2026, Ofcom received a completed application from VodafoneThree to vary its public wireless network licence (licence no. 1388560) to add a new Schedule to the Licence in order to provide Direct to Device satellite connectivity to mobile handsets and other SIM-enabled devices in the UK and its territorial waters in the 900 MHz spectrum band (925.1 – 930.1 MHz and 880.1 – 885.1 MHz).
We published notice of our intent to vary the licence on 12 March 2026. We received one comment in response to this notice. We have subsequently discussed the points raised with the respondent and we have taken them into consideration in our decision to proceed with approving the licence variation. On 10 April 2026, Ofcom made the decision to approve VodafoneThree’s request to vary its public wireless network licence 1388560 to add a new Schedule to the Licence.
This new schedule will authorise VodafoneThree and its associated Satellite Operator partner to provide Direct to Device satellite connectivity to mobile handsets and other SIM-enabled devices in the UK and its territorial waters in the 900 MHz spectrum band (925.1 – 930.1 MHz and 880.1 – 885.1 MHz), once the relevant exemption regulations are in place.
Today, we are therefore also providing notice of our intention to amend The Wireless Telegraphy (Direct to Device Satellite Communications) (Exemption) Regulations 2026 to add the frequencies over which VodafoneThree intends to provide D2D services and include the accompanying technical parameters. This will be open for comments until 5pm on Monday 18 May 2026. Once in place, this will enable people to use mobile handsets and other SIM-enabled devices to connect to D2D services provided by VodafoneThree.
On 28 January 2026, Ofcom received an application from Telefonica UK to vary its public wireless network licence (licence no. 0249663) to add a new Schedule to the Licence in order to provide Direct to Device satellite connectivity to mobile handsets and other SIM-enabled devices in the UK and its territorial waters in the 1800 MHz spectrum band (1805.1 – 1810.9 MHz and 1710.1 -1715.9 MHz).
We published notice of our intent to vary the licence on 4 February 2026. We have received no comments in response to this notice.
On 12 February 2026, Ofcom made the decision to approve Telefonica UK’s request to vary its public wireless network licence 0249663 to add a new Schedule to the Licence.
This new schedule will authorise Telefonica UK and its associated Satellite Operator partner to provide Direct to Device satellite connectivity to mobile handsets and other SIM-enabled devices in the UK and its territorial waters in the 1800 MHz spectrum band.
Ofcom decided on 3 April 2025 to approve Vodafone's request to vary its public wireless network licence for the 900 and 1800 MHz spectrum bands to include in that licence the Network Commitment. In accordance with the variation request, these changes will come into effect upon completion of the Merger.
This licence was part of the applications received from Hutchison 3G UK Limited, UK Broadband Limited (wholly owned by Hutchison 3G UK Limited) and Vodafone Limited for trades of certain frequencies, which included an application for the concurrent transfer of that licence to Hutchison 3G UK Limited. Ofcom consented to these trades on 28 January 2025, with those transfers also being put into effect upon completion of the Merger.

On 28 March 2025, Ofcom received an application from Vodafone Limited (Vodafone) to amend its public wireless network licence for the 900 and 1800 MHz spectrum bands (licence number 0249664) to include in that licence a commitment to deliver a joint network plan involving integration and upgrades over the next eight years (the “Network Commitment”). The Network Commitment is part of a package of commitments the Competition and Markets Authority accepted from Vodafone in order for its merger with Hutchison 3G UK Limited (the Merger) to proceed.
We consider that it is unnecessary for Ofcom to undertake an assessment of the likely impact of implementing the proposed licence variation under Section 7 of the Communications Act 2003 based on the analysis and process conducted by the CMA during their review of the Merger. Our assessment is that the CMA’s analysis covers the issues which Ofcom would consider as part of an assessment of how the performance of its general duties (within the meaning of section 3) is secured or furthered by or in relation to the propose licence variation. We also note that the CMA process provided for stakeholders to be consulted on the significant aspects of the Merger, including the Network Commitment.
This serves as a statement for the purposes of Section 7(3)(b) of the Communications Act 2003.
Ofcom published an update on revoking unpaired 1900 MHz spectrum from Spectrum Access 2100 MHz licences. The relevant schedules in the 2100 MHz licences for EE Limited, Hutchison 3G UK Ltd and Telefonica UK Ltd, which authorise the use of unpaired 1900 MHz spectrum, will expire on 3 April 2029.
