Consultation on guidance for Channel 4 Corporation’s Statement of Commissioning Policy

Published: 20 June 2025
Consultation closes: 1 August 2025
Status: Open

Ofcom is consulting on proposed guidance for Channel 4 Corporation (C4C) on the preparation of its Statement of Commissioning Policy, as part of new requirements under the Media Act.

Part 3 of the Media Act removes the ‘publisher-broadcaster restriction’ which prevents Channel 4 Corporation (‘C4C’) from making content to show on its main channel, Channel 4. The Act also places new commissioning duties on C4C, as well as a requirement to prepare a Statement of Commissioning Policy (‘SoCP’). The SoCP should set out how C4C plans to fulfil the new commissioning duties in the coming year, as well as a review of how it met those duties the previous year. In preparing the Statement of Commissioning policy, C4C must have regard to Ofcom’s guidance. This consultation sets out our proposals for that guidance, and the draft guidance is also available below.
