The Advisory Committee for Wales advises Ofcom about the interests and opinions, in relation to communications matters, of persons living in Wales.

The Committee usually meets five times a year. The Committee’s minutes are provided to the Ofcom Board.

The remit of the Advisory Committee is to:

  • seek to identify issues affecting the communications and postal sectors in Wales, both collectively as a Committee and individually for Members, with particular reference to the sectors where they have particular knowledge or expertise
  • to provide advice to Ofcom about general and specific issues concerning the communications and postal sectors arising within Wales
  • to provide advice and comment as required on matters brought to the Committee by Ofcom
  • to offer comment as appropriate on consultations undertaken by Ofcom
  • where requested by the Content Board, to provide specific advice to that Board on matters relating to television, radio and other content on services regulated by Ofcom
  • when so requested by the Ofcom Board, to provide advice to the Communications Consumer Panel on matters affecting consumers in Wales in the communications sector.

Dr Aled Eirug (Chair)

Aled Eirug is a freelance strategic policy adviser and is the Chair of higher education funding body Coleg Cymraeg, the Welsh language funding body (from September 2022). He was a member of the governing authority for the Welsh language broadcasting service, S4C (2012 -2015), chairman of the British Council’s advisory committee for Wales (2012-2015) and a member of the British Council’s Board of Trustees (2013-2015).

He is an experienced journalist and broadcaster with over 30 years experience at ITV and the BBC. He was BBC Wales’ Head of News and Current Affairs from 1992 to 2006 and a member of BBC Wales’ Board of Management from 2000 to 2006. He has extensive experience of radio, television and online production across news, current affairs and documentary making.

Aled joined the ACW on 1 December 2021 and was appointed Chair on 1 August 2024. His appointment runs until 31 May 2026.

Angharad Evans (non-executive member)

Angharad Evans is a consultant film and television lawyer and has advised businesses of all sizes from start-ups to internationally recognised brands for the last 20 years. Before becoming a consultant she was Head of S4C’s Legal and Business Affairs Department and worked in the specialist Film and Media team at SJ Berwin, London.

She advises a variety of clients from small production companies to large multi-nationals on co-productions, distribution, multi-party financing arrangements, rights agreements, option agreements and clearances. She is recognised as a Leading Individual in Media Law in Wales in the Legal 500 and Chambers and Partners.

Angharad Evans joined the ACW on 1 January 2022. Her appointment runs until 31 December 2026.

Geraint Strello (non-executive member)

Geraint has worked in the communications sector for over 40 years and has practical experience of telecoms engineering, customer services, emergency planning, strategic planning and deployment of fixed, mobile and Wi-Fi networks across Wales. He worked closely with Welsh Government officials to set up and Chair the first Wales Utilities Group reporting to the Local Resilience Forum.

He played a coordination role between the Welsh Government and Openreach during the deployment of fibre broadband in Wales under the Superfast Cymru programme and is keen to see the continued deployment of a reliable, affordable, high speed broadband service to all residents of Wales.

Geraint joined the ACW on 29 February 2024. His appointment runs until 1 March 2028.  

Professor Matthew Williams 

Professor Matthew Williams FAcSS is Chair in Criminology and Director of HateLab at Cardiff University. He has contributed to more than 40 research projects and has published over 100 outputs focused on minority victimisation and the relationship between technology and human behaviour. He is the author of The Science of Hate, a popular science book that has been translated into eight languages. His work has helped inform the Welsh Government’s national Framework for Action on Tackling Hate Crime and the UK National Cyber Hate Crime Hub. 

Matthew holds advisory roles across practitioner and policy networks, including the Crown Prosecution Service External Hate Crime Consultation Group, HMG’s Commission for Countering Extremism Academic Expert Group, and the Welsh Government Hate Crime and Community Tension Board and Academic Expert Group on Social Cohesion. He is also the founder and Chief Scientific Officer of Nisien.ai, a HateLab spin-out that applies advanced AI to detect and classify online harms across platforms in real time and provides guidance on how to respond and counter online harms effectively. In 2026, he was elected a Fellow of the Academy of Social Sciences. 

Matthew joined the Committee on 1 March 2026. His appointment runs until 28 February 2029. 

Dr Ruth Mullineux-Morgan 

Dr Ruth Mullineux-Morgan is an experienced policy professional, researcher, and strategic advisor with a deep commitment to advancing child protection, public policy, and digital safety. She combines analytical rigour with strategic vision, offering a unique blend of research leadership, governance insight and commitment to ethical practice. Over the past 15+ years, Ruth has held senior public affairs, policy and advisory positions across political, charity and research sectors in Wales. She currently leads on Child Safety Online and Preventing Child Sexual Abuse policy at NSPCC Cymru and has driven evidence-informed policy engagement with stakeholders across government, civil society and academia.  

Ruth also works as a freelance policy and research advisor and holds an affiliate role at Swansea University, contributing expertise in applied linguistics and the intersection of communication, technology and safeguarding. Ruth is Deputy Lead for DRAGON-Shield a multimedia anti-online grooming training platform for child safeguarding practitioners and Co-Investigator on major internationally funded projects on tackling online harms and child safety, applying linguistic research to real-world challenges.  

Ruth holds a doctorate in Applied Linguistics, which focuses on children’s discourse in online grooming contexts and is author of Online Grooming Discourse, published by Cambridge University Press.  

Ruth joined the Committee on 1 March 2026. Her appointment runs until 28 February 2029.

Shayoni Lynn 

Shayoni is a global speaker, thought leader, and industry expert in behavioural science, counter-misinformation, AI strategy, and measurement & evaluation. She is a Fellow of the Chartered Institute of Public Relations and the Public Relations and Communications Association. She is listed in the PRWeek Power Book (2021-Present) - the definitive list of the most influential UK communicators, and has featured in Top 25 most influential women in UK PR, and the Top 10 PR leaders outside of London. 

Shayoni is a founding panel member of CIPR's Behavioural Insights Panel, co-Chair of its ESG Expert Panel, and member of ICCO’s Misinformation Taskforce. She is co-founder and Chair for the Asian Communications Network, and Founder of the grassroots gender equity movement Break the Silence. Shayoni has received the Mark Mellor Award for Outstanding Contribution to the Industry, PRCA Awards for Outstanding Contribution during COVID-19 and Professional of the Year, featured in the Global 15 and Innovator 25 EMEA lists by PRovoke Media, and is listed in the Top 20 Global Indians by Reputation Today. 

Shayoni is a Trustee for the Institute of Welsh Affairs, an Independent Member for Active Travel Wales Board, and sits on the Transport for Wales Advisory Board.  

Shayoni joined the Committee on 1 March 2026. Her appointment runs until 28 February 2029.
